THE NEW VALUES FOR WATER ALLOWANCES APPLIED WHEN LANDING HERRING AND MACKEREL FOR CONSUMPTION PURPOSES IN NORWAY – A CLOSER DEFINITION.

 Referring to circular 59/02.

 The following procedure shall be applied to the new values for water allowances which entered into force as from 1st  January 2003:

 The basis for the calculation of water allowances is gross weight deducted any by-catches. In cases where herring or mackerel is by-catches, the water allowances shall be deducted the gross weight.



The following example shows how to understand this:



A fishing vessel reports 300 000 kg of mackerel to Norges Sildesalgslag.  Landing shows a total gross weigt of 320 000 kg, of which 290 000 kg mackerel (of which 5 000 kg of damaged fish and 5 000 kg of mackerel weighing under 200 g), 20 000 kg of North Sea herring, 8 000 kg of blue whiting and 2 000 kg of saithe.



In this case, the following shall be on the contract receipt.  



Mackerel:                   262 200 kg (285 000 kg * 0,92,  8 % water allowance)

Mackerel:                       4 600 kg (    5 000 kg * 0,92,  8 % water allowance)

North Sea Herring             17 400 kg (  20 000 kg * 0,87, 13 % water allowance)

Blue whiting:      8 000 kg

Saithe:                           2 000 kg

Total               294 200 kg



The 262 200 kg of mackerel shall be paid either by auction price or price according to contract of delivery.  The 4 600 kg of mackerel shall be paid by minimum NOK 0,60.



Any payment for by-catches shall be agreed between buyer and fisherman.



Norges Sildesalgslag does hope that this exemplified definition of water allowances given above is understandable and helpful.



Finally, Norges Sildesalgslag would like to remind all fishermen/buyers about their obligation to fill in all the different species included in a catch with correct quantities on the contract receipts.
