INFORMATION CONCERNING AUCTIONS ROUTINES.



Referring to circular 41/02.



At a meeting between Norges Sildesalgslag and FHL industri og eksport (the Norwegian buyers organisation) in August 2002, FHL told Norges Sildesalgslag that the buyers would not produce mackerel on Sundays implying that mackerel would not be bought at the auctions on Saturdays and on Sundays before 1 p.m.

 

Norges Sildesalgslag noted this and told FHL that Norges Sildesalgslag would inform fishermen and buyers about this in a circular.  The main reason for dropping the auctions from our side was a strong wish from FHL.  Through the autumn season 2002, Norges Sildesalgslag got many requests from both buyers and fishermen regarding auctions on Saturdays and Sundays without making any changes in the established procedures.

 

Prior to a meeting between Norges Sildesalgslag and FHL 9th January 2003, Norges Sildesalgslag registered that buyers organised in FHL unloaded mackerel from vessels on contracts on Sundays.  Therefore, at this meeting, we asked FHL if they still had the approach that mackerel should not be produced on Sundays.  FHL then confirmed their approach.

 

Despite of FHL’s reply, Norges Sildesalgslag registered Norwegian buyers producing mackerel on Sunday 12th of January 2003, also buyers stating the confirmation and represented in FHL’s delegation negotiating with Norges Sildesalgslag.

 

From our side we look upon this as FHL is breaking an agreement.  This attitude from FHL has also negatively influenced the relationship between Norges Sildesalgslag and FHL during the last period.

 

From some foreign vessels we have also heard that they have decided to enter into contracts of delivery because Norwegian buyers have told them that in those cases vessels can also be unloaded on Sundays contradictory to vessels being sold at auction and not being unloaded on Sundays.  If this is correct, we feel fooled and abused.

 

In principle, Norges Sildesalgslag would like to see every catch being sold at the auctions and that the auctions are held every day the whole week assuming that there are catches to be sold at the auctions.

 

Bearing this in mind, Norges Sildesalgslag have decided, to reassume auctions on Saturdays and to have four auctions on Sundays.  The following auction times will therefore apply from 18th of January 2003:

 

7 a.m. – 8 a.m.            (Sundays between 9 a.m. – 10 a.m.)

1 p.m. – 2 p.m.   

6 p.m. – 7 p.m.

9 p.m. – 10 p.m.   

 

Finally, Norges Sildesalgslag would like to emphasize that it will be very difficult to enter into an arrangement for the season 2003 – 2004 similar the arrangement for the season 2002 – 2003 with reference to the problems referred to above.

 

Norges Sildesalgslag regrets very much this situation and any confusion or incorrect information deriving from FHL's behaviour relative to how we organise the auction.
